Emit Particle Fluid
Emits fluid in a particle fluid simulation.

This tool can be used, for example, to simulate water pouring out of a tab, bucket, or watering can. It continuously generates particle based fluid, as opposed to the Source from Objects tool which continuously generates volume based fluid.

A possible next step could be to drain particle fluid. To remove particle fluid from a simulation, use the
Sink Particle Fluid tool or the
Sink from Objects tool on the Fluids shelf.
