Python States - Add a new python state section to HDA

• Added several improvement to the Viewer State editor:
• Persists code gen inputs in HDA to keep same inputs for future editsessions.
• Add link to python state help.
• Re-organize event handler grouping to match the python statedocumentation.
• Now using an icon chooser which opens up in the Houdini icon folder.
• New stroke sample to demonstrate python state class inheritance.
• Sample radio buttons now greyed out if context doesn't support a givensample.
