New HAPI functions to improve connection error reporting. Added HAPI_ClearConnectionError, HAPI_GetConnectionErrorLength, and HAPI_GetConnectionError. These will return errors that were generated during the initial server starting and connecting phase when using the Thrift. Bumped HAPI version.

It is now possible to register custom cache handlers with PDG, which are used to determine if a givne file path should be treated as cached. Custom handlers are evaluated before any of PDG's internal logic, so you can use them to manually control the caching process. Handlers are associated with a particular PDG file tag.

A custom handler can be added with the pdg.TypeRegistry.registerCacheHandler method, which can be used in the same way as adding a custom node or scheduler definition.
