Fixed a bug that caused hserver to ask sesinetd for a stat license when it should have cached the previous result. This caused hserver to ask sesinetd constantly for stat licenses.

Adding future support for the new license key string format.

Modified how local connections are detected to improve node locked license handling. In some cases (especially on windows) node locked licenses were being reported invalid when requested from the same machine.

Fixing an issue with how the license ip mask was being checked. In some cases users on VPN would be blocked from getting node locked licenses.
