Copy SOP bug or wrong /dev/hands?

I'm trying to copy a circle on a circle, with Rotate To Normal flag on. But instead of expected result I see something not clear.
H7.0.231 for linux & windows.

If you changed your circle that you're copying to be in the XY plane, does that give you the results you want?

No, in any case result is crazy. Looks like Copy SOP would not understand normals which are given to it.
By the way, in old scenes Copy SOP works correctly.

Your hip file looks the same here in 7.0.349 when loaded, and when I make the change I'm referring to, all the circles are lined up facing outward along the circle i.e. all facing away from the centre of the main circle, which I would consider to be correct. I'm talking about the circle you're copying, not the big primary circle template. It's initally created orientation is relevant.

I suppose it's possible there was a bug with the version you're running that was corrected. Doesn't ring a bell, though.

try applying an Up Vector to your template geometry. Currently, Houdini has no frame of reference to know how to align your circles to the normal.
