I think the page looks different if your account is not attached to a commercial license. At least I managed to get the one with drag-drop when switching to my company account.

I was referring to the reliability of the upload form. I have been able to attach small (<1MB) files fine, but when I tried uploading 15MB+ files, it gave up part way through.
