Viscous Fluid sim Issue

I have been trying to create a realistic chocolate sim.
My problem is the surface doesn't settle chocolate would, it keeps moving, I'm looking at reseeding but still getting this surface issue I have highlighted.

If you watch the video you will see the subtle movement on the surface they wouldn't occur.

Any suggestion on how to fix this would be appreciated.

It looks pretty good to me. Maybe try setting your GridScale to 1.0 on the flipsolver. Or rotate the cake, on the plate, to see if you can relocate the problem spot. If so, perhaps use VDB smooth on the collision object?
