Does anyone know what the packedlocaltransform intrinsic is for and the conditions under which it is non-identity?

I assume that packedfulltransform is what you get when you apply packedlocaltransform to the matrix represented by @P/pivot/transform, but since packedlocaltransform is read-only, I can't verify that.
