POP proximity question

Hello everyone. Here is the thing I can't understand. A simple POP proximity node gives me undexpected result.
Bunch of particles. Blue marker is ID of a particle. White marker is ID of its nearest neighbour.

On current frame one can see point 3 and 6. They are nearest to each other.

But the next frame gives this... when a new particle 14 is born... Both 3 and 6 consider it as its new nearest! Why?
