what is the best way to get image sequence to video (like quicktime) on windows?

Either use Quicktime Pro and load the file sequence or any other 2d program that can handle file sequences. Or there is a program in the houdini/bin folder which is a commandline program mcp which converts to a movie file.
But you can't render out to a movie file.
