you don't turn on the ‘construction plane’ - using the button at the bottom right of the viewer, then go into the snaping options and turn up the contruction place snapping hope that helps
Actually, you can snap to the viewport grid, but you have to increase the Cplane Points or Edges option in the Snap Options (upper right corner of the viewport)
