Shorter length of primitive normal vector in viewport

I know it is basic question for you.

How to shorten length of primitive normal lines on viewport? For example to show 5% of current length?
Is it needed to decrease vertex normal length as attribute (becouse primitive normals are calculated from vertex normals)? Or maybe it`s possible to shorten it only on viewport?

In the Display Options, Guides tab, there is an option to adjust this - “Scale Normal”.
