they say that every (particle) effect that Houdini can do, is also possible in Maya . Is this correct or not ?

That's not really a valid question. Its not Houdini or Maya which do the particle effects, its you, the artist. Houdini and Maya just provide different toolsets for creating those effect.
Technically you can do the same particle effects with almost any 3d package. At the very base level you are simply moving around points in space.

Gossipy, trollish chatter. Keeps some people busy. It's the sort of lose-lose “my app is better than yours” gab that's usually perpetrated by some of the younger, less experienced people in the biz(if they're in it at all). I don't doubt Maya can do plenty of very good particle effects - the more relevant question is - which package gives you the most flexibility?
I wouldn't waste your time reading FUD - better spent animating!

The paint sop doesn't let you paint bitmaps it just lets you paint colour and attributes onto geometry points. ipaint is Sesi's standalone paint app, it not up to much and hasn't been worked on for maybe 10 years. Using the paint sop all you get is the cursor turns into a paint brush in the viewport.
