Difference between Locals and Globals

Hey, im completely new to 3d and also to Houdini. Currently im learning on the Introduction to Attributes. The Educator told about the different Copy Nodes. He said that the copy to point node can only copy/transfer the global attributes to whatever you copied.
And the copystamp node is also able to copy the locals. But i have no idea what globals and locals refer to and what the difference between them is.

Also I'm new to this forum, so im sorry if I post this in the wrong section.

it has a link to Global Variables which you can use in Parameters of almost all nodes in particular contexts
also it states that local variables are specific to individual nodes and the list is provided in help to those nodes
as an example here is help to Transform SOP and it lists Local Variables that can be used in Transform SOP parameters
