Light Falloff Issues / weird effect. Rotation Issue?

When I use spot, point or area lights and rotate them 90 degrees I got a problem where the lighting seems to break. Here I am trying to put lights on the ceiling to illuminate the room. However this effect also happens with point lights and no rotation.
It seems that the areas the light should hit are super dark yet the areas where it shouldn't hit as much are very bright.

There are 4 lights spread out on the ceiling.

When I move the lights closer to the floor it works as usual. I have played with clipping, attenuation, intensity, and a bunch of other things without any look.

If I find a solution I will post it here.

Okay I am already narrowing it down. The issue is with the last poly bevel in room in my hip file. If I bypass this the issue goes away. However I want the poly bevel so I am going to mess around some more and see why bevel is creating this issue. I have tried redoing the uv unwraps and adding a normal node after the bevel but no luck yet.
