I recently started using Houdini on my M1 Macbook Air and it worked fine up until 19.5. I followed the steps to install the Houdini daily build for 19.5 for silicon but every time I try and open it the licence administrator opens. When I go to 'Active Aprentice' I get this error: 'http://localhost:1715: No server found running. Please start the server before retrying. The next generation checkout system is currently being used. Please make sure all components of licensing (i.e. hserver, sesinetd, etc) support this system.'
'Please make sure all components of licensing (i.e. hserver, sesinetd, etc) support this system.' This section makes sense as to why it is not working but I thought the silicon version fixed this problem.
Any help would be appreciated.

I struggled with same problem for an hour and finally found the solution.
you need to go to the terminal and activate the server using the command found on this support document..

Please open the houdini terminal: Applications>Houdini>current>Utilities>Houdini Terminal
and type:
hserver -S "http://localhost:1715"
Double check that quotes are copied correctly(sometimes “ sneaks in)
