Setting Bone Rest Angles Doesn't Work

I'm following this procedure to set the bones rest angles (http://www.sidefx.com/docs/houdini13.0/character/restangles) [sidefx.com] but when I rotate the bones, although I see the angle change in the Bone tab > Rest Angles parameters, the bones stay still in the viewport.

I have changed the Edit > Objects > Bone Kinematic Override: IK Rest, but it doesn't make a difference.

What am I missing?

UPDATE:

Attachment 1) If I rotate the bone to the right, the bone is still in its initial position although you can see the guide has moved

Attachment 2) If I pull on the (elongate) red arrow on the bone, suddenly the bone jumps to the guide in the display

Note: Viewport displays properly upon closing and opening file, but this is a frustrating way to work.
