I have setup a very simple test scene to get in with fluid particles. So I have a box container with bullet concave. If i use a particle separation of 0.08 the fluid particles falls somewhere I have no idea. With 0.04 it is stable.

Of course I will choose a high amount of particles for a good sim but I would like to understand this behaviour.

Your Filler geometry doesn't have enough points to emit flip.
You have thin source.
Do any of following:
- Scatter point on it.
- Close it by polycap

I noticed that you used polycap didn't give any group (set of edges) to cap that.
Just put edge number there or * to cap all.
