Some possible bad workarounds, (since nothing I tried that seemed reasonable worked) :
1) If you have another computer with a higher resolution display, Remote Desktop from that computer to the computer with Houdini. Remote Desktop, (at least the old one; I haven't gotten the new one working), will use the resolution of the computer you're connecting *from*, instead of the one you're connecting *to*.
2) If you have multiple monitors, in the screen resolution settings dialog, drag one display to be above the other and apply that, to get some added height.
3) Install and start up a VNC server that lets you specify a server screen resolution, (I've never actually seen one on Windows, but I haven't looked very hard). Connect a VNC client and scroll to access the whole server screen.

Houdini doesn't support backslashes in paths properly. You'll have to use forward slashes instead of backslashes.
