Hi,
I want to set the creation frame of a packed object created from RBD Fracture.
When I set it to anything other than 1 the object does not get calculated at all. It just disappears completely. I assumed it would load on the frame I specified in ‘Creation Frame’ (in this case 43) and sim from there.
If I leave that set to 1 the object does load and starts to simulate at frame 1.

Yes , All of the Dynamic's data start on Creation Frame and this is correct.
In this case you have couple ways such as using simple Switch SOP for switching between Dynamic Object and Original Object (Source Geometry) and use this expression in the Switch Parameter :
$FF >= Creation Frame
Also you can write your simulation to the Disk and read them with File SOP , then use Time Wrap SOP to hold your object from the creation frame to first frame.
