If i try to manually restart the hserver service, it would immediately stop again.

I've had to roll back to an older hserver version, 19.0.561 is working, as well.

i have 19.0.455.. tried installing it (and hserver), sadly it didn't work.

so i went and checked this folder to confirm the version:
C:\Program Files\Side Effects Software\Houdini Server
the hserver here being used to run the service is not 19.0.455!

so i went into my 19.0.455/bin folder, grabbed the hserver.exe there and replaced the one at outer folder (at the Houdini Server folder).
some windows permission stuff will pop-up, just press ok on those.

after that, it now works!
hserver service does not auto-stop anymore.

but, another issue surfaced.
i had this same issue the other day.
this is where license server says you need to login (even though you can clearly see that you are logged in on the License Administrator - top right).
support said that i grab 19.0.573 because there were fixes there related to this login issue.

since i still have 576 installed, i just grabbed the hserver from its bin folder and copied it over to the outer hserver (again).
now it works!

my guess in the situation is that maybe the outer hserver.exe (here C:\Program Files\Side Effects Software\Houdini Server) didn't have proper permissions, thus the services kept stopping it.
but when i overwritten it, maybe permissions were updated.

hopefully this sticks >_<
have spent all night yesterday and all day today troubleshooting this.
i even reached the point of reinstalling windows 4 times already haha
