Can I bring my viewport/OPEN GL ROP Driver into COPs?

Sure why not? Reference the output file path with a file COP.

I'm using sprites and point colours. File only brings in the geometry.
I'm very new to COPs so may be missing something obvious

What do you mean? File brings in an image. Render your images to disk before importing to COPs.
