Redshift will not load this scene at all. It works fine in Arnold. Not sure what the issue here is, any help would be appreciated. I've uploaded the scene file with one frame.

The scene you posted seems to hang at the extraction (conversion to RS/GPU) point, because there's a mix of packed prims and normal geo within a single object.
For RS to instance the packed prims properly they need to be in their own object, then you can go to Redshift OBJ > Settings > Instancing and enable "Instance SOP Level Packed Primitives".
In your scene I've split off the packed prims and Object Merged them into a separate geo; it renders nice and quickly
