I'd love some opinions on how to do this.
It's almost an impossible question to answer. Any form of simulation in H is hard - and any reasonable degree of control requires a firm grounding in the foundations - geometry / SOP's / attributes / basic expressions and VEX etc.
If you're relatively new to CG I'd seriously suggest you consider a simpler approach than FLIP. Could you create what you need with geometry and animated texture and displacement maps?
