what language are you using on your keyboard?

Maybe this is an RFE? To enable extended characters in Houdini. I just tried using Alt + 3, 6 which is the character code for a dollar sign and it doesn't work in Houdini.
K2Ray, I don't know if it's a hassle to change languages, but you could probably type a dollar sign in a text editor and leave it open so you can coppy and paste it when you need it.

Oh man I can see how this would become a problem when it comes time to do prcedural stuff with variables. I second the suggstion of having notepad open with the dolar sign character there to be copied. Simple and effective.

remember also that anywhere you can type in Houdini you can use Alt+e to bring up the editor (notepad, vi - whatever) and it will obey whatever wacky keyboard setup you have
