I got this error message that tells me to set the HOUDINI_OGL_ENABLE_SHADERS environment variable to zero, where is the environment editor to change this because I can't find it in my system folders anywhere. I also have looked through my Control Panel system manager to see if it was there. I do know Maya and do work with my variables there and I assume it's the same I just need to know where to look for it and what it's called. Thanks.

On Windows your Environment Variables are set by Right-Clicking on the “My computer” icon and choosing “Properties”. Then browse to the advanced tab and you'll see a button to edit them.
Maya uses a file called Maya.env in your My Documents/Maya folder, and Houdini 9.5 also has a similar file in My Documents/Houdini9.5, which is new for 9.5.

That was the first place I went, but I didn't see anything there at the time. I'll give it a check again.

So, wait a sec, am I being told just to write in a new variable? I was thinking I was going to have to alter an existing. So all I need to do is the new variable and set the value as 0, right?

Yes, because otherwise, it defaults to 1.
