We would suggest looking at the
InstallShield support [
support.installshield.com] site. It has a number of articles describing this problem and potential resolutions. You can either do a search on “1607”, or the following articles all contained possible solutions:

Basically, the problem is probably due to either a permissions problem, a problem with hard drive space, or the Windows Installer being in a corrupt state.
