can some one explain step by step procedure please to export the animation to UE4 in fbx format

This is not quite possible at the moment, not in a pure-FBX way. You might be able to use Houdini Engine for Unreal to bake frames of your animation in Unreal and then replay those separate mesh bakes at game time. Just an idea.

UE wouldn't import FBX with point cached deformations.
The only way to gat that type of stuff into UE is to deform with bones and export/import it as a Skeletal Mesh.

So you need to capture that part of the speaker with a bone, animate the bone with those motion effects, bake the CHOPs in the the AnimationEditor (check this thread: https://www.sidefx.com/index.php?option=com_forum&Itemid=172&page=viewtopic&t=42102) [sidefx.com] and you should be good to go

Incidentally, all this has nothing to do with Houdini Engine for UE.
