Is there a way to set resolution in the Karma render view ? and display the film gate in the viewport ? I pressed D, and set rest there it didn't seem to do anything…

Can I cap the max render time like render man ? let's say 2 hours per frame.

At the current time, there's no way to limit the display resolution. That's still on our todo list.

The --timelimitcommand line option is likely what you're looking for when batch rendering.

From karma --help
  --timelimit arg (=-1)              Limit rendering time to this number of 
seconds
--timelimit-image Time limit applies to images rather than
the whole sequence
--timelimit-nosave-partial If time limit is exceeded, do not save
partial results

If you flipbook the viewport, there's a time limit per frame. It's set to 20s by default to allow for reasonable flipbook times.
