I have been looking around in COP's / help for any information on how to use a vector pass in respect to creating motion blur for an image sequence. Has anyone got any pointers ?

Here are some hints:
Look at the GetBlurP() VEX function (and VOP node) for Mantra. Use this in association with the “Allow Image Motion Blur” (vm_imageblur) Rendering Parameter (under the Sampling folder). Take the value that getBlurP() outputs and stuff it into a vector deep image layer. Now you'll have non-motion-blurred images which can be used with the Velocity Blur COP.
