nope.
you'll have to do it yourself, look into CHOPs
NLA in Houdini is perfectly possible, just a great deal of work…good luck.

The Channel CHOP (which is new in H9) is an excellent start for bringing your (editable) keyframes into CHOPs and then mess with them.

Also, just to clarify, don't use a beta. H9 is gold, grab the latest version from the download page. Lots of bugs fixed from the beta, you don't want to be chasing your tail…
