Is there any way to save a part of my VOPs network to the shelf. I tried packing it to a subnetwork and drag and drop onto shelf. It works, but I can't bring it back.

you should be able to bring the subnet back (ie, re-creates the original subnet) simply by invoking the shelf tool. The limitation is that there must be a network pane that whose path is at the level that allows creation of the VOPs “contained” by the shelf tool.

p.s. There is a bug/rfe to drag multiple selected nodes and create a shelf tool. This would not require collapsing nodes into a subnet. This actually used to work at some point, but got broken some time along the way.
