Why not? Try|Buy / Download/ Production Builds ... Voilà
After you click on the Production build button at the bottom of the Try/Buy page there will be a colored horizontal menu bar across the top.
Just click on 'Show All'
You'll then get lists of all production builds for all versions.

No I'm not interested for houdini-qt6 just regular houdini-20.5.684 win64 (py311)

they removed the latest version, which was 20.5.684, and replaced it with an older version, 20.5.654
How is this possible?

It's likely that you thought there was a 311 but never was.
There is only 310 for all versions, not just the two your were asking about, i.e. 20.5.684 vs. 20.5.654

Did you add 311 yourself at some point to overide the default Python version?
I don't use python much but I do recall in discussions on the forums of people specifying the Python version they want to work with.
What you are showing here is not what's available on the download page.
Maybe someone who works regularly with Python would have noticed the same thing, if true(SideFX removing 311 versions).
Otherwise, if you want to be clear - just go to submit bug/rfe page and ask SideFX why they removed 311 default versions from the production builds.(If they did).
And if they did, again, pretty sure you can just download the .684 version you want but in preferences(or wherever Python alternive versions are specified); Set to your desired Python version.(311, off course with that python version download and placed where it can be accessed).

I didn't say anything wrong to make me change my attitude. You're trying to drag me into another discussion and get off-topic. Furthermore, I insist once again that someone in the team isn't doing their job properly. Not even 10 minutes after my comment, they removed version 20.5.684 from the daily build.
You should also know that ADSK does not deliver HtoA for Dailybuild, only production build

A daily build with the same version number is the same as a production build with that number. The only difference is that more QA has been performed on it before we bestow the title of "Production Build". We are working on making it appear as a production build once again.
With issues such as this, it's best to contact support so that it can be routed to the correct person faster.
