Does anyone know how to customize the different TAB menu's ?
I've been searching , but all I can find is that the TAB menu is somehow magically linked to the shelf menu ?
But there's several Tab submenu's , especially in the "Viewer Tools" submenu , that can't be found in any shelf.
And also there's a different TAB menu's , one used when used over a Scene View another when used over a Network View etc.
So I was wondering if it's possible to edit all these TAB menu's , and how ?

I don't think there is such a thing as customized tab menus.

The difference comes from shelf tools. When you created a shelf tool you can choose to limit it to certain kind of network or to certain pane.

Ok thanks , maybe "customized" is the wrong wording.
But when I hit TAB I see a "Shelves" submenu that seems to be controlled by the shelves , I get that.
But then there also is the "Viewer Tools" submenu in the TAB menu , I can't seem to figure how to control or edit in any way ?

I might be wrong, but I really don't think there is a meaningful way to "control or edit" it. If you create a HDA and your Scene Viewer is in the relevant context, that HDA will be shown under "Viewer Tools" and that's it. Even if said HDA has nothing to do with viewer state. All you can do is decide which subpath and context it belongs to, but you can't remove it all together.

They come from shelf tool or hda(include factory inner) and can be edited in type property or shelf 'edit tool' window.
