Why is it in the viewport with the mode set to select are the primitive normals displayed even when the side bar icon is not set to display prim normals. ? . Also why is when making a selection can I select a prim normal and then get a corresponding prim face illuminate as selected. It really doesn't make sense the prim normals are just a display item. How on earth can I turn all this awful behavior off !

Answer > Display options turn off Follow selection mask . Should be off by default me thinks !

This only happens with the H11 renderer. This behaviour was not carried over to the GL renderers.
Follow Selection is pretty useful for displaying point selections, otherwise you need to manually enable point marker display.
