I have an OTL that imports a bunch of data into one SOP detail. There are various individual files that get imported by this SOP and each can have its own set of unique attributes, so in order to keep that clean the file data gets packed before being merged. Additionally some attributes get added to the packed geo prim to remember the source file, type, etc.

In LOPs I can somewhat preserve these packed attributes if I import the packed geo as Xforms, although they end up higher in the hierarchy. But there seems to be no way to keep that information if I set the SOP Import mode to “Unpack”. In this mode is there any way to transfer the packed attributes to the unpacked geometry, similar to the way the “Unpack” SOP works?

Do you have an example file for this? It seems to work on my end but maybe I misunderstood the specifics of your situation.

Here's an example of “SOP Create” set to “Unpack” packed geo with a packed attr “outer_val” that doesn't make it into the stage.

Yeah, you're right. That looks like it could be a bug or missing feature.
