Does anyone know of any open source program that will create avi's or some type of movie file from jpg's or some type of image file?

That's pretty vague, but ffmpeg and mencoder both do things like this. It depends on exactly what input files and what output file you are expecting.

You don't say if you are on Linux or Windows but if you are on Linux there is

ffmepg/mencoder

I'm not sure if these have a windows port.
