I can't read the menu sub tab fonts

I found the Global UI Scale, and set it to 2.0 and maybe it helps, not sure. But the tabs where it says Create and the others I have to use Windows Magnifier or get very close to the screen to read.

Is there a setting to increase the font on all text menus?

I attached an image of the areas I have the most trouble seeing.

I solved this. I didn't realize you have to close Houdini and reopen. I actually had to turn it down from UI Scale to 2.0 to 1.5.

If anyone else finds this, just remember to close and reopen Houdini for the changes to take affect. If I had known that I wouldn't have posted. Sorry
