Fixed bug that caused the scale handle to not always appear

Added a 'Fast Interactive Cooking' toggle button to the COP2 viewer, in the top right corner of the interface.

This makes toggling this option on or off much quicker. There is also a default hotkey ('f') bound to this button.

Fast Interactive Cooking reduces the resolution of the image while a handle or parm slider is being dragged, and returns to normal resolution when the handle or parm slider is released. The default interactive resolution is 1/4 of the normal resolution.
