As states in topic: how can I promote paint tools handles (like group paint, paint etc) to HDA for using it on top level? can't figure out

Nope, the operators which work on brushes don't lend themselves to HDA promotion.

You'll have to modify your workflow so that geometry and painted attributes sit outside the hda and get passed in.

The trick is finding just the right hammer for every screw
