Is there a way I can dynamically populate “Menu Items” in the parameters? For instance if I wanted to execute a shell command - read the data from there, parse it, then put it into the “Menu Items”?

Switch the menu items to use a Menu Script. See the help in the Operator Type Properties dialog.
