Whitewater issue. Someone please elaborate!

Hello,
I had spent 3 days trying to set up a simple water simulation. Please help!
I set up a flip sim based on the Oceansource node, added the Popadvectbyvolumes node to keep the fluid going, then I enabled whitewater via shelf tools. When I try to simulate secondary particles it is only bubbles that gets created and they gradually fly up until they are deleted. Sometimes if I change the size of the fluid sim foam and spray finally appear but in small numbers. Or they may appear in greater numbers all of a sudden in a middle of the sim.
