Is there a way to scatter an instance of a VDB or cloud object to fill a sky?

I can't seem to make this work or find anything on the forum about it. I would like to render the scattered volumes with Redshift.

You just do it? Scatter points to where you want them to be, then use the Copy To Points [sidefx.com] with “Pack and Instance” enabled.

I don't know if Redshift understands Houdini's packed primitives though.

Redshift doesn't seem to recognize the copy node, that is why I am doing it with a scatter by merging the template object at sop level.

Does anyone know how to do this in a way that Redshift understands?

Have you tried asking the Redshift guys? Send them a simple example.
