iv seen a lot of similar effects, but all of which have been created using fumeFx and krakatoa in 3dsmax.

How can i create a similar effect using houdini?

The same question as yours……Most effects like wispy smokes and water ink are made by fumeFX(very quickly).I am eager to know how to do it in Houdini.I know there is pyroFX and particles in Houdini.But tutorials what I saw is just how to get a simple smoke.
Anyone who can tell me how to do this effcts in houdini?(like the picture uploaded):wispy smokes changing to be a people shape…..

dude you wont find a tutorial that teaches you how to do that…
just start learning pops ,and the dops micro solvers etc.
and in the right time you will learn how to do it…
try the training dvds ,they have a lot of tutorials in the Pops subjects ….

cause that kind of thing isn't some thing you learn on a tutorial, is something (technics) that you have learned in a bunch of tutorials that you join them together to make that……
