Copy them to your $HOME/houdini11.0/dso folder.

it tells me could load Dhoudini~3/HOUDINI~1.9/houdini/dso/hocean.64.dll

This is probably because this file was intended for use with a different version of Houdini

There is no binary for windows yet but the source compiles for H11. So grab it from google code and compile it.
