Geometry [SOP] Level tools are available for a variety of VFX solvers. This means that you can prepare your geometry and run a simulation using these higher level nodes. These nodes can run simulations because they are Houdini Digital Assets which have Dynamic Operators [DOP] nested inside them and key parameters promoted up to the geometry level. These tools can be used by artists using both Houdini CORE and FX.

If these tools don't meet your needs and you want to work with the DOP nodes directly then Houdini FX is required. These DOP nodes can be used in Houdini FX to set up your simulation or Technical Directors can use them to build custom tools , wrap them up into Houdini Digital Assets and promote parameters. These custom tools can then be used in Houdini CORE at the geometry level. This flexible tool building is one of Houdini's strengths as a production-oriented pipeline solution.

Note that INDIE,  EDUCATION and APPRENTICE work like Houdini FX but use different file formats and have restrictions to their usage.
