Added couple of convenience functions for scheduler.py, and allow for override:

• tempSubDir: returns the process ID used under pdgtemp/
• createJobDirsAndSerializeWorkItems: creates job directories(log, data), and serializes work items
• getLocalLogDir: return the local log directory
• getLocalDataDir: return the local data directory
