Angular spring constraint for bullet?

Is there a way to set up some sort of angular spring constrain that works with packed RBD bullet where the constraint anchor position remains locked, but it's able to rotate a certain amount with springy decaying rotation? The bullet soft constraint doesn't seem capable of stiff rotations and the spring constraint seems like a distance-based thing with springyness. The attached gif is my very crude demonstration of the kind of rotation I want.

traileversethat's exactly what Soft constraint is for, it can be as stiff, lose or springy as you want and it's more stable than Spring constraint
The bullet soft constraint doesn't seem capable of stiff rotations
just make sure in your case you still use Hard for position and use Soft only for rotation
