Can anyone confirm that distant lights do not render when using Solaris > Renderman 22.3?

The answer is that Renderman expects values in the ~50,000 range for intensity, which is not “normal” but is certainly more physically plausible. The sun really is many thousands of times brighter than a light bulb.

50000 is the default value for a distant light according to the USDLux schema. It is related to the inverse of the default angle of view of the distant light in steradians. So it is a physical value, but one without units. The correct value changes depending on what angle is used for the sun disc.
To convert from angle of view to the intensity use:
1/(2*(1-cos(theta/2)))
which gives an intensity of 46747 for the default angle of view of 0.53
