Could dock/float Tool shelfs as panel?

Hi,
The tool shelfs always at top cause extra mouse movement.
Could layout shelfs as panel? That means I could dock,float them as common panel?

Yes, but the floating window has to have at least one pane or it will close.

It would be convenient if Houdini has a grid layout floating Tool panel.
